Honolulu City Council members will discuss whether to give final approval to start building the hotel in Laie during a public hearing on Wednesday at 10 a.m.
Developers want to build a 223 room hotel where the old Laie Inn once stood.
Residents have mixed feelings towards the project.
Those that oppose the hotel say it will create low-income jobs and cause traffic problems.
The hotel is only part of the "Envision Laie" plan, which includes 850 new condos, townhouses and homes in Malaekahana.
