Residents blame Waipahu homeless camp for stream pollution

Over the years, the city has cleaned up the Waipahu Drainage Ditch several times, only to see it fill up with garbage again. Now, area residents say that a homeless camp about a mile and a half from the mouth of the canal is a major cause of the pollution.
