Tropical depression forms in Atlantic; TS Julia to meander off coast of GA, SC

Rainmaker Julia is expected to move very slowly north over the next couple of days, bringing strong winds and rain of 2 to 6 inches to east Georgia and the South Carolina coast through Friday.
