Hawaii Civil Defense Vice Director abruptly resigns

From floods to earthquakes to tsunamis, State Civil Defense Vice-Director Ed Teixeira has been the voice of calm for nearly a dozen years.

On Tuesday, Teixeira abruptly announced his resignation. 

Teixeira has been the vice-director of state Civil Defense since October of 1999.

In recent months Teixeira had not spoken about stepping down and his resignation caught many people off-guard.

Teixeira led the state through the big island earthquake in 2006 and more recently the pacific tsunami in March of this year.

Sources say Teixeira’s resignation may have something to do with a woman that was fired.

Several sources say the woman was responsible for Homeland Security funds and was scheduled to work with state Adjutant General Darryll Wong.

Sources say the woman was fired by Teixeira before General Wong could develop that relationship.

In a statement Gov. Neil Abercrombie said "It takes a team to handle the pressures of a natural disaster and Ed Teixeira did a great job in keeping us all informed with every detail and possible outcome available.  I am grateful for his service to the state of Hawaii and wish him the best."

Victor Gustafson, the state civil defense plans and operations branch chief, will take over for Teixeira until a permanent replacement is found.

Gustafson has 12 years experience at state Civil Defense.
