The city wants to know who cleared a big plot of land in Waipio and used it for storage without permission.
The site on the Waipio Peninsula is about seven to ten acres.
A city worker notified the city in September that the site had been illegally cleared of brush and trees and was being used for storage.
"Removed some items such as tires, broken playground equipment scrap metal, some white goods, such as refrigerators stove and washing machines and the site has been secured," said Honolulu Mayor Peter Carlisle.
The city has launched an internal investigation into who was responsible for the illegal work and storage.
They say it could have been happening for as long as six years.
Police are also investigating.
