Kokua Line: Feeding birds is annoying, but it is not an illegal act

Question: It’s nice to have birds, but we have a neighbor who feeds birds twice a day. It is becoming a major nuisance. I have contacted the Hawaiian Humane Society, which referred me to the state Department of Land and Natural Resources, which said there are no ordinances to protect us against inconsiderate neighbors. What other resources do we have?
