US report details Hawaii education reform delays

HONOLULU (AP) – The U.S. Department of Education says Hawaii missed major milestones during its first year of implementing reforms under a $75 million "Race to the Top" education grant.

The assessment comes in a report outlining how Hawaii carried out its planned reforms.

The report omits the federal government’s criticism last month that Hawaii‘s performance on the grant was "unsatisfactory."

It also doesn’t take into account an "agreement in principle" that the state and teachers union reached on a labor contract last Friday

U.S. Education Secretary Arne Duncan welcomed the labor agreement in a separate statement accompanying the report.

The department is releasing the assessment early Tuesday on the East Coast and late Monday in Hawaii.
