The projects were to be built in Mississippi following Hurricane Katrina.
"Its alleged in the indictment that he actually created radio infomercials from his home studio here in hawaii to air on California radio stations on the am dial," says Tom Simon, Federal Bureau of Investigation special agent.
Prosecutors say the projects fell through, and Doyle spent the money travelling and paying for his home mortgage.
According to state records, Doyle was also involved in an alleged securities scam in Hawaii in the late 1990′s.
The Department of Commerce and Consumer Affairs issued a cease and desist order, prohibiting Doyle from dealing with securities in Hawaii.
He was also ordered to pay a $100,000 dollar fine.
