Food trucks return after passing of new law

Food truck vendors are making a return to the streets of Honolulu thanks to a new law giving them more time to sell their product.

It’s back to business for Kathy Sills who sells sweet, frozen treats out of her mobile shop.

Kathy’s licensed and permitted Aloha Ice Cream Tricycle was permanently parked for the past two months after she was cited by Honolulu Police for selling her popsicles.

"I was cited three times, two of them were the criminal for selling on the highway and one time was for parking my bicycle on the sidewalk,” said Kathy.

Late last year, HPD officers started enforcing a law dating back to 1978 requiring food vendors on a public highway find a new location every 15 minutes.

On Tuesday, Mayor Carlisle signed a new law extending the time frame to up to three hours where there is no posted time limit.

"I jumped out of bed this morning watching you guys on the news as I went and it’s like you know I gotta get in and start making the popsicles,” said Kathy.

Kathy lost thousands of dollars in revenue which helped to supplement her other business, the Mission House Café & Tea Parlor.

"I am actually…my café and my ice cream tricycle go hand in hand. I am actually closing my café at the end of May,” said Kathy.

And dozens of lunch trucks moved or temporarily closed up shop.

"Which is too bad because to be on private property you have to pay and that cuts into the bottom line,” said Kathy.

But those bells will be ringing, as Kathy says she plans to expand her Aloha Ice Cream Tricycle business in the future.
