Editorial: Develop path for foreign teachers

It’s clear that the state Department of Education (DOE) is getting more reliant on visiting international educators to combat Hawaii’s chronic teacher shortage. That’s reasonable, especially since these are educators qualified to teach students in their home country, with several layers of vetting done before they are hired here.
