The Cook Political Report on Thursday shifted its rating in the Hawaii U.S. Senate race from “toss up” to “lean Demo­crat,” concluding that former Gov. Linda Lingle’s campaign would need a big break to prevail over U.S. Rep. Mazie Hirono.
