Arrested man’s neighbors ‘cannot believe’ spying rap

Friday morning, at least 10 FBI and Naval Criminal Investigative Service agents swarmed Benjamin Pierce Bishop’s brown two-story house in Maka­kilo where he lived alone, according to neighbors.
