The state broke ground this morning on a $55-million cargo facility at Hilo Harbor.
Officials say the three piers currently in use are too small to accommodate the cargo and cruise ships visiting the island.
So a fourth pier will be built to create space, and improve safety.
In addition, some road improvements will be made to relieve traffic congestion in the area.
The project should be completed in 2015.
