The transportation department says distracted driving, driving while texting and talking on the phone is now a national epidemic.
To crack down, transportation secretary Ray Lahood unveiled a plan with several goals.
The first would be to get the eleven remaining states without distracted driving laws to put them on the books.
The plan would also push the auto industry to reduce dashboard and other in-vehicle distractions, and better educate new drivers about potential dangers.
The federal government found distracted driving accounted for one in ten of all roadway fatalities in 2010.
