Editorial: CWS’ fatal flaws must be fixed

The case of Peter “Peter Boy” Kema Jr., just 6 years old when his father reported him missing from their Hawaii island home in 1998, captured the attention of islanders statewide. The father said he had given the boy over to a woman in Honolulu — but 20 years later confessed to killing his son in 1997. In the years following Peter Boy’s disappearance, posters of his smiling face asking “So where’s Peter Boy?” were pasted up on every island. But year after year, the tragic situation remained unresolved.
