Being forced to live within one’s means is not fun, nor easy. That’s usually true of a personal or household budget — and it’s certainly so for a government construction project. Unfortunately, the Hawai‘i Convention Center’s (HCC’s) long-awaited repair and rebuilding of its leaking and deteriorated rooftop, barely just begun, is already busting the budget — but it cannot count on legislators to cough up many more millions of dollars.
