Failing to communicate could cripple efforts to help homeless

It seems no neighborhood is immune.  Homeless are living in communities across Oahu. While endless rows of tents remain on the street. Homeless advocates say what is happening at Honolulu Hale is impeding any real progress to fix the problem.
