Federal mediation between HSTA and state fails

Federal mediation between the state and public school teachers has failed after the governor said the union broke off talks with the mediator.

In a statement Governor Abercrombie said he was informed by the mediator that the Hawaii State

Teachers Association will no longer participate in mediation.

The governor said "We continue to remain willing to engage in mediation. It is impossible to negotiate with people who refuse to talk."

In August, the state and union agreed to mediation as a means to a collective bargaining agreement for teachers.

Teachers have been working under terms set by the administration when bargaining fell apart last year.

HSTA has not yet commented.
