A bill that bans commercial activity for a stretch of Kailua Beach on weekends passed a final vote Wednesday before the City Council.
The bill restricts the renting of kayaks and other commercial endeavors from Lanikai to Castle Point, which includes Kalama and Kailua Beach Parks.
The restriction begins at 1 p.m. on Saturdays and lasts until 6:30 a.m. on Mondays.
The idea is to make the beach more open to residents.
If the bill is signed by Mayor Carlisle, it will take effect July 1.
A bill that would ban the use of non-biodegradable plastic bags passed the first of three required votes at the City Council Wednesday.
Any business violating the ban would face a fine.
Under the bill compostable bags, recyclable paper bags, and reusable cloth bags would still be allowed.
A separate measure at the State Legislature that charges customers a ten cent tax on each plastic bag used remains alive.
