Kokua Line: Will recycling food waste be mandatory?

Question: Regarding putting food waste in the green bins, is this going to be mandatory? I would like to try, but I wish they would accept compostable bags. We already had a problem on our street with a homeless guy who went through our blue bin, taking the redeemable recyclables and leaving the rest a mess. I know that’s different but it made us not want to put out the blue bin because I didn’t like him hanging around in the middle of the night. Anyway, I have concerns about putting food scraps right in the green bin, without a bag.
