Letter: Green fee funds must be used to support locals

Thank goodness for Act 96 — the new “green fee” passed by the Legislature and signed into law by the governor. Hawaii has talked for years about making tourists pay their fair share to care for our island environment. Now, we’re finally moving from talk to action.
