Letter: Retooled UH can make second city a reality

I lived on Oahu for 25 years following my 26-year Army career. Working at an engineering consulting business, I had a long-term vision of developing a so-called second city. A very important element of that vision was to make the University of Hawaii at West Oahu into the main UH undergraduate campus, and to recreate UH-Manoa as a graduate center featuring fields such as Asia-Pacific studies, oceanography and marine biology.
