What started as a report of an erratic driver on the H-3 freeway Friday slowly turned into a "low-speed chase" that ended near the airport.
Police say they stopped the man twice on the H-1 freeway but both times he kept driving.
Officers say he was traveling about 15 miles per hour the entire time.
The man eventually stopped on Aolele Street.
He was taken to the hospital for observation.
