The monk seal known as "KP2" could soon be on his way back to Hawaii.
The Waikiki Aquarium wants to house the seal in its exhibit.
The Department of Agriculture is discussing the permit issues necessary for bringing the seal back from California at a meeting Tuesday.
The seal was born off Kauai, rejected by his mother, and raised in captivity until 2008 when he was released in the wild of Molokai.
He was friendly with swimmers and residents who named him "Hoailona," but started displaying aggressive behavior and was rescued by officials.
He needed surgery for cataracts and was sent to california nearly two years ago.
Officials say because of his heath problems he can never be released to the wild.
