Mother, daughter charged in alleged extortion of special needs student, 21

The state filed a motion Tuesday in Circuit Court to consolidate the case of assault, theft and kidnapping of a 21-year-old special needs student allegedly by an 18-year-old Leilehua High School senior, with a theft and extortion case against both the teen and her 44-year-old mother.
