Off the news: DHHL declines controversial Kailua land

It’s not that Kailua residents in the neighborhood oppose Department of Hawaiian Home Lands homesteads on city-owned land in the heights above Kalaheo Hillside, the agency says; it’s because concerns over unstable soil on the 10-acre site are well-founded.
