Maui Mayor Alan Arakawa has issued a proclamation in honor of Kraig Vickers.
Vickers as part of the U.S. Navy Explosive Ordnance Disposal Team.
He was one of 30 American troops killed when insurgents shot down a CH-47 Chinook helicopter in Afghanistan.
Vickers would’ve turned 37-years-old Thursday.
