About 5,000 people signed the petition, hoping Gov. Neil Abercrombie will reconsider and help keep the refinery open.
The refinery is scheduled to start shutting down in April, meaning nearly 200 people will be out of jobs.
"People in Hawaii have the possibility of seeing huge price spikes as much as 50 cents to a dollar a gallon when the refinery goes down," said Patrick Young, United Steelworkers Campaigner.
The refinery makes jet fuel, gasoline diesel, and bunker fuel for Hawaiian Electric Company, along with asphalt and ship fuel.
The state will be working with Tesoro to help the employees expected to be laid off with the refinery’s closure.
