Letter: Not fair to foist burden of homeless on HPD

Regarding the Honolulu Police Department’s staffing issues and its handling of homeless people, I find it sad that there are so many mentally ill on the streets. Unfortunately, there are some that have fallen so deeply into addiction that the damage is irreversible.
