Editorial: Press advantage on military leases

An important ball remains squarely in the Army’s court, after the state Land Board rejected two final environmental impact statements (FEISes) for training-ground leases expiring in 2029 — last month for three Oahu sites, and in May for the highly valued Pohakuloa Training Area on Hawaii island.
