Kokua Line: Can Maui fire survivors without insurance get grants?

Question: Applications for funding are being accepted for those who lost their homes in the Maui wildfires. Does this include those who chose to not insure their homes for such losses? It seems that if you took the risk to save on insurance premiums, then you should not qualify for funding.
