Editorial: Improve outreach for rail-building

After all the humbug — political battles won and lost, traffic difficulties, business hardships, public money spent and withheld, lawsuits weathered — the final (for now) segment of Skyline is officially underway. Now, prepare for more humbug, as construction on rail’s urban stretch takes place for the next five-plus years.
