Buyer interest has failed to materialize for a stubbornly high number of units in the 153-unit, mostly affordable condominium project called The Block at at 803 Waimanu St. in Kakaako, which opened in 2021. It’s a problem that threatens to push its developer into default on construction loans and could wipe out nearly $10 million from the state’s Dwelling Unit Revolving Fund (DURF).
