Kokua Line: Did DOTAX send letters to all rental owners in Hawaii?

Question: Is DOTAX sending letters to all taxpayers who own rental property in Hawaii? Or is it only sending the letters to those owners it believes are not properly filing and/or paying GET and/or TAT? I own a couple long-term rentals and I got a letter and my property manager assured me that all applicable taxes are properly filed and paid so DOTAX must be sending these letters to everybody. Is that true?
