Letter: U.S. leaders still haven’t learned lessons of past

Regarding the Dec. 7 article, “Hegseth defends second strike on boat,” the Department of Defense Law of War Manual clearly states it is unlawful to attack presumed combatants who are incapacitated or shipwrecked.
