Editorial: State must train, retain teachers

The state Department of Education’s progress in raising student learning outcomes — and in hiring, training and retaining the competent teachers necessary to do so — were scrutinized at a state Senate hearing Wednesday, bringing sticky problems to the forefront: teacher shortages, licensing backlogs and student achievement gaps, all issues of longstanding concern in Hawaii’s public schools.
