Nonresidents buying homes in Hawaii, often for investment, drive up housing costs and encourage developers to set higher prices. There should be a kamaaina property tax rate while nonkamaaina owners are taxed at much higher rates — 20 to 30 times the standard. Kamaaina can be defined as those whose sole primary residence is in Hawaii, who vote and pay other taxes locally.
