Kokua Line: How do I add spouse to car title?

Question: My husband owns a car. He wants to add me to the title, while he also stays on the title — we would jointly own the car. How do we add me to the title? Everything I can find online is about transferring vehicle ownership (for the buyer or the seller). But he doesn’t want to transfer ownership; he just wants to add me as an owner.
