Editorial: Take next step for Skyline expansion

The Honolulu City Council is expected soon to take a critical first step toward expanding the Skyline fixed-rail system, eventually to reach the far ends of the route as it was originally envisioned, from West Kapolei to the University of Hawaii at Manoa.
