A delegation from Taiwan swept into Hawaii Wednesday, committing to explore redevelopment options for the derelict and crime-plagued Chinatown Cultural Plaza. That came hot on the heels of a Star-Advertiser report detailing Mayor Rick Blangiardi’s frustration with the Taiwan-affiliated complex owner’s “indefensible” yearslong failure to act or engage with the city.
