Letter: Cars should use hazard lights at 4-way stops

The rain storms caused power outages throughout the island. My friend and his girlfriend came to a nonworking traffic light in heavy rain. As everyone was doing the four-way stop, my friend proceeded across the intersection, a driver to his right failed to yield and drove right into the intersection, hitting his right bumper and fender, and proceeded to hit another car. Another second and the driver would have crashed into the passenger side where my friend’s girlfriend was sitting.
