Letter: SCOTUS ruling will curb representation

The U.S. Supreme Court’s Louisiana v. Callais decision held it is unconstitutional to create a majority Black congressional district by gerrymandering. A federal judge had ordered the state of Louisiana to create a second “Black majority” congressional district.
