Letter: State idles as nature reclaims Hawaii highways

Many states routinely resurface commuter highways to protect vehicles and extend the life of the road. The Hawaii Department of Transportation (HDOT) appears to have pioneered a different strategy: Let the highway completely fall apart first and see what survives.
