Judge bars Trump from immediately setting up $1.8B fund

WASHINGTON >> A federal judge barred the government today from taking steps to launch President Donald Trump’s $1.8 billion fund, for now prohibiting the establishment of the fund, which is intended to pay people the administration finds were harmed by the federal government.
