The state Legislature’s misuse of the green fee earns an “F” grade. This tax on tourism was intended to protect Hawaii’s environment, strengthen resilience and make the islands more inviting to visitors. Hawaii’s Green Fee Advisory Council made recommendations for expenditures for programs and projects that were consistent with the intent and purpose of the green fee. However, the Legislature ignored many of them and instead, allocated 40% of the fee revenue for nonenvironmental projects.
