The Papahanaumokuakea National Marine Sanctuary has its origins in a 2006 proclamation by former President George W. Bush, creating the Northwestern Hawaiian Islands Marine National Monument. Amidst growing worldwide concern about over-fishing, ocean-warming, acidic carbon compounds and plastic pollution in marine waters, and potential loss of some Pacific islands and species with sea level rise, scientists and environmentalists applauded the move.
