Letter: State must take steps to fix flawed voting system

David Shapiro’s suggestion that Hawaii should adopt a California-style primary would make the lack of accountability in the system even worse (“If primaries are the problem, fix how primaries are done,” Star- Advertiser, Volcanic Ash, Aug. 9). If, as Shapiro writes, part of the problem is low voter turnout (I agree), then one step in the remedy is to motivate voters into action.
