Honolulu expands MH3 program for people in severe mental health, substance abuse crises

Honolulu officials are expanding a program that allows emergency responders and law enforcement to involuntarily take people experiencing severe mental illness or substance abuse to receive care, saying the approach is helping people who have repeatedly fallen through gaps in the social service system.
