Editorial: Strengthen local dog-control laws

There is an adage in journalism: “If a dog bites man, that is not news. But if a man bites dog, that is news.” The phrase succinctly describes a fundamental practice in this trade — unusual events are more likely to be reported than common occurrences — and is an unfortunately apt aphorism for Hawaii’s advancement, or absence thereof, of effective dog-control laws.
