On June 24, Gov. Josh Green signed Act 141. In short, Act 141 is a significant policy shift in Hawaii, limiting local law enforcement’s role in immigration enforcement and reinforcing the state’s commitment to “noncooperation” with federal immigration actions. Act 141 is considered a key step toward Hawaii functioning as a “sanctuary state.”
